What is going on with the water main breaks this winter?

Third water main break on my street in two months. Denver Water says they are replacing aging infrastructure but it feels like things are getting worse before they get better.
Anyone else dealing with this? My water was brown for two days last week. Starting to wonder if I need a whole-house filter.
